Michigan Adopts Public Health Code Rules Requiring Implicit Bias Training

The Department of Licensing and Regulatory Affairs (LARA) adopted the Public Health Code – General Rules. This ruleset requires all health care professionals to take implicit bias training in order to be a licensed or registered professional in the state of Michigan.

Under Executive Directive 2020-07 issued by Governor Gretchen Whitmer, LARA was directed to promulgate rules that created an implicit bias training requirement to address health care disparities and improve the quality and equity of healthcare to Michiganders. Eleven months following that directive, the state has adopted this requirement.

New applicants are required to complete a minimum of two hours of training while applicants seeking renewal will need to complete a minimum of an hour of training each year. Training may be completed through a nationally or state recognized health-related organization, accredited college or university, state or federal agency, continuing education program, or an organization that specializes in diversity, equity, and inclusion issues. Additionally, health care providers are encouraged to develop training for their members if they have not already done so.

These rules will go into effect on June 1, 2022, giving licensed and registered health care professionals time to seek implicit bias training prior to the next licensure renewal date. This will also give training sponsors time to develop implicit bias courses.
